I'm running to quite a bit of heavy criticism for an app I've been working on. Time for a pivot it seems.

I've had a lot of people say that instead of an app, it should be hardware built into the phone. The concept sounds quit cool, but I'm stuck on the technology. I have thought of hiring a patent attorney do a related patent search and ask the holder if they would license the rights to me, providing of course there's something out there that I can use. Then I thought that the government probably has patents issued to its employees that might be available to the public. I'm aware of the STTR program, but I have no university to partner with. Do anyone know if I can access patents awarded to the government or its employees, and if so, what resources are available to me to search and use those patents?
