In the state of Georgia, if a person uses the social security number of a deceased person to obtain services(phone, electricity,etc)can that person be prosecuted? Also, if the spouse or other family members were aware of what was done but didn't report it, are they liable for that person's actions?

Unauthorized use of someone elses social security number is a federal violation and could be prosecuted anywhere in the country (including Georgia).

Technically, by being aware of someone elses fraudulent use of a social security (or any ID) that person could also be charged with a crime, but it is unlikely.
