What is the name of your state?What is the name of your state? CA
I bought a used car from a dealer as-is and the engine blew after 3 days. Suppose the dealer knew there was a major problem, a cracked head, and didn't disclose this info. Does this constitute fraud? Also, are there laws regulating used car dealers? If so, where can I find them?

Did they specifically say anything or give you anything in writing about the condition that they knew for sure wasn't wrong with it? Did you have someone qualified check it out before purchasing? If you answer no to these then you have nothing. You have a responsibility to check the car out and the burden of proof would be on you. many people purchase vehicles with problems and fix them because they want to.

Remember the term "As-IS" ? What did the mechanic that you took the car to tell you about it?

If you bought it from a DEALER you should not have a problem with them fixing it at no cost. Don't dealers there give the normal 30 day warranty on used cars? What is it, year, what preceded the engine failure?

"As Is" means ............."As Is " "As Is" means that there is no warranty and you are buying it just the way it is with all faults and defects. Some states do not allow "as is" sales ( New York for one ) unless a vehicle is over 100,000 miles or sold for under $1500.

Clarification: New York certainly does permit "as-is" sales, just not by a used car dealer (on cars with less than 100K). Person to person sales have no limitations.
