What is the name of your state? California
I purchased a car from a used car dealership around February 24. I paid $110 for registration and today I’m getting a dmv letter saying registration is due for $196. I call the dealership and they say that they never paid it but they will refund my $110 but it’s on me now. Is this legal

Yes, it's legal.

When you bought the vehicle the fee was only estimated.

I don't know why it was left unpaid but you're getting the $110 back so you haven't been "legally" harmed though I can understand your annoyance.

Yeah it sucks because I didn’t budget that into my finances and now it’s going to be late because it’s due in 5 days and the dealership said they misplaced the money and didnt send it in
