What is the name of your state? Kansas (Kansas City)

One of my friend (he lives in Missouri) recently bought a car from used car dealer(dealer is in kansas). He paid the money for the car but car needed some repair to be done on it. Unfortunately (according to the dealer) car got burned in a fire while in the dealer's garage. So friend never got the car and now dealer is saying either you take the burned car or get another car from me. Not only my friend signed buyers order/bill of sale but something saying "arbitration agreement" giving up right to court.

My question to you is does he have any chance to get money back?

I thank you in advance for any help you will give me.

Your friend ought to make a claim to the dealer's insurance carrier. If there was no insurance, he'll have to take his chances with arbitration.
