What is the name of your state (only U.S. law)? Texas

I purchased a vehicle in OCtober 2008 from G T Motors. While commuting to Georgia I was pulled over by a State Trooper in Alabama who infomed me that the vehicle was still registered in the previous owners' name. I contacted the dealer and aksed why the title have not been transferred to my name. His response was he lost the title and had to file for lost title. The second time I spoke with him, he told me that he had to put the tags on the windsheild himself and I would have to drive the vehicle back to Texas. He is refusing to turn over the tags and metal plates. The car note is paid up to date and the DMV is telling me that the vehicle is still unregistered and there is no way possible he could have the registration tags and metal plates. I still have the vehicle in Georgia but cannot drive it because it is illegal to do so. I want to sue this guy in court for the down payment, TT&L, and every car note that I have paid him and return the vehicle back to him. Can this be done?
