I'm from Pennsylvania. I play in a rock band. Imagine my surprise when I opened up the local free weekly and saw a picture and description of me and my band. Can they do this without my permission? Can I sue for compensation?

If the paper has rights to use the picture, and what they wrote about you is factual, and they are not using your image in such a way that it implies that you are authorizing or endorsing a product, service, or place, then the answer is yes -- they can do this without your permission.
