i'm in pennsylvania. my new house includes a right of way in the deed that states "for ingress, egress, and transgress for lot no. 2". what does this mean? who owns the right of way? what privileges does owner of lot no. 2 have? what privileges/rights do i have?

Excuse me but who sold this new house to you?
The Seller, developer, builder, real esate agent(s), surveyor and closing title/escrow officer are the ones that should have explained this to you when you asked them.
You did ask them right?

Yes, I asked. The seller said that the owner of lot no. 2 only had permission to travel the right of way to his property. Now lot no. 2 man says he owns it and can do what he wants, including fencing it off as his own property. Others have said that if the right of way is written into the deed, then the one granted right of way owns it. i just want to know who is right.
