The City of Phoenix decided to install a fire hydrant in my front yard. There is no easement listed on my property other than in the alley for utilities. There is nothing on the deed or any other legal document I possess. For the past week, I have had a 17 foot by 5.5 foot hole dug in my yard against my wishes. Not to mention, they didn't fully cover the hole and have left at least 2 openings over the hole that are larger than a foot in diameter exposed on my property. This property has been in my family since the subdivision was built 30 years ago and no agreement was ever made for easements other than in the alley. Can they do this without my permission and against my wishes? Who is responsible if someone is injured where they have left portions of the hole uncovered? Also, there is already a fire hydrant in the yard of the house behind mine, in sight of where they dug this hole. Thank you.
