UVA denied my residency status despite paying VA taxes.. HELP!!!

What is the name of your state? VA

University of VA denied my residency status depsite holding a driver's license, owning a home and paying property taxes, registering to vote in VA and filing state income tax for the past two years as aresident of VA. They calim that since I live overseas and not physically present in VA, I cant claim 'domicile' residency?

How can I fight their decision, can someone please help!

Strange to read the exact case that I am doing for a family member with the same U. Va. problem (almost identical, except for the overseas part). I can tell you the procedure if you wil provide an email address.
