What is the name of your state? New York

I would like to know about "Vacated Sentences" eg: What does this mean and how long should a person wait until a new trial for sentencing? I have a friend who has been incarcerated since 1989. In 1992 the courts vacated the sentence, however, to date there has been no action to relieve the sentence and no trail date or resentencing. What leagal recourse is available and how can one find a pro-bono attorney to assisit in this matter?
