My company informed me of their policy of vacation pay (in the Employee Manual)

We can carry forward 5 days of earned vacation time each year. If we do not use all of our vacation time, they will pay us. However, they will only pay us at 50%. In other words, if I have 45 hours, they will pay me for 22.5 hours. Is that legal? I thought if you accrued vacation hours, you had to either use them or be paid at the full value of the unused hours.
