Vacation pay accrual suspension?

Please help. I am a commissioned employee with a company since 2007. We receive 40 hrs of vacation per year. I just found out that there was no vacation accrual from July 09 to Jan 11. That benefit was reinstated in Feb 11 and now we began accruing vacantion again. Is this legal to just suspend vacation while still working 40+ hours a week?

What law do you think exists that says vacation is an entitlement?

Even in employee-friendly California, the laws relate to when an employer opts to provide vacation. There is no law that says they must.
