What is the name of your state? Nevada
The company that I work for is based in Kansas City, MO. Recently they have changed the rules of accrument for PTO. They have sent two memos out regarding the fact that we will not be able to roll more than our cap of four weeks into the next calender year, is this legal in the state of Nevada? Also, there are rumors that our company is in the process of being sold, by law are we protected against losing our accrued time?

Not in Missouri, no. Very few states prohibit use-it-or-lose-it vacation policies, and Missouri is not one of them. Are they going to give you some time to bring your balance down below the new carry-over maximum?
