I am in NC. If a townhome is owned by the parents of a room mate and the room mate is not listed on title of the home, would that still make her the landlord for lease/contract purposes or would the her parents (the actual owners of the property) have to be the ones to sign the lease to make it valid?

The landlord or owner can name whomever they want as their agent. If they name their daughter, then you either sign or not sign the lease.
