What is the name of your state (only U.S. law)? South Carolina
s.c code of laws 12-37-220(27) discribes who is qualifies for tax exempt status and refers you to 56-3-1910 which further defines handicapped. The department of revenue tells me this only applies to persons confined to a wheel chair. Is this corredt or does the law allow other avenues of disablilty

That's what the statute says:

(27) Two personal motor vehicles, owned or leased either solely or jointly by persons required to use wheelchairs, who qualify for special license tags under the provisions of Section 56-3-1910.

It's specifically a subset of all those who qualify for handicapped plates.
Since an exemption from property tax is not a federally mandated accomodation, I suspect your only relief is to lobby the state legislature. Someone specifically wrote the law that way for a reason.
