Paid off vehicle from lending institution 3 months ago in Missouri and now they cannot produce a title. Can I take any legal action?

Well I will try to make a long story short:
Two weeks after we paid off the vehicle we received the Lienholder copy of the "Application For Missouri Title and License" and a letter telling us "Congratulations" on the pay off.
Then 8 weeks later we still had not received the title so my wife calls to find out whats going on. She was told that the title was mailed and they gave her the address, which was all correct except for the state. So they transfered her to another department which said they would go to their archives to see if they still had it and the person would call us back.
One week after that they called and wanted us to fax the lienholders copy of the application for title to them.
Two weeks after this they call back and say the title is all messed up with the state and they see where we have paid taxes but til this day they still have not produced a title.
We feel like we are being jerked around now.
Any comments now?
