I live in the state of Hawaii. My sister in law took out a loan with her boyfriend as a co signer to pay off his debts. There were checks cut directly from the loan to the companies that the debts were with. They verbally agreed that he was the one to pay off this loan and he has failed to do so. She has ended up paying off this loan in full to keep her credit in good standing. Does she have a legal right to demand the money that was used to pay his debts off? He is also in the military so is there another aspect because he is a military personnel?

Yes, she has a legal right. Have her send a letter to his commanding officer explaining that he is a slouch potato.
