Village vs Townships

What is the name of your state? Wisconsin

Here is the question, it is kinda of long. I work for an Ambulance Service that is owned by a Village. It was donated to the Village years ago by the Fire Dept. The building sits on the Fire District land and the revenue is generated by both a per capita charge for the townships we serve and Run revenue.

Lately the Townships would like us to become an Ambulance District. They already own the land that the building sits on and pay their per capita charge so they feel they have already contributed their share to the service and would like some equity and say as to how it is managed. There are several area counties that have agreements like this and they already manage the Fire District.

The only agreement is very vague for service made back in the 80s'. The Village agrees to provide a building, an ambulance with trained staff, and an annual meeting. The townships agree to a $2.00 per capita, and to attend the annual meeting. Thats pretty much it, and it has never been changed in writting. The current per capita is $9.00 and has gone up every year since their original $2.00.

I guess my question is could the Townships already argue part ownership if the Village demands a buy in? I realize it is just un-neighborly and bad politics on the Villages part, but I think they feek they are owed something even though they have put in no more or less than any of the service area.
