What is the name of your state? What is the name of your state? New York State.

First I would like to say I hope I am posting under the right section. Please advise me if I am not. :)

A tow truck operator violated the city ordinance by charging 35 people an excessive fee of $50 each over the last month or so.

These are all employees of the same company who where towed from the same parking lot.

Since he has violated a city ordinance. I called and requested a refund of my $50 and he told me no way to have fun trying to collect it.

What do we do next to collect the overcharged amount?

Thank you for the advice.

I am not a lawyer, but there was a similar case in VA. Google "Frank's Towing" and Arlington, VA. The individual customers couldn't get the guy on the excessive charges, but people got together and got the city to investigate the company's tax returns (which were fradulent). The guy went out of business and had to refund the money to the customers.
