violation of custody agreement cause for violating parole?

What is the name of your state (only U.S. law)? La.

My ex has violated out custody agreement. He has my kids, and will not give them back. He's also ordered to have them phone me while they are there, and to give me a good phone number to contact him. He hasn't done either. He just got out of prison from serving a sentence for vehicular homicide while drinking and driving. Is he violating parole by not abiding by our custody agreement? I see a lawyer on Monday, but I'm really nervous about the entire situation. I'd appreciate any answers anyone can give me.
