What is the name of your state?nm
If someone was to go to court for custody and was awarded visitation time can the custodial parent ask it to be at a specific place and only the non custodial parent go maybe with grandparents and not significant other?

They can ask it but most likely won't get it unless perhaps there are extenuating circumstances.

One can ask anything they like. Unless the person they're trying to exclude is a PROVEN or PROVABLE danger to the child - ain't gonna happen.
