i live in pa. i have custody and my husband has supervised visits at his mother's house because of an alcohol problem. it has been this way for 5 years. his girlfriend is banned fom the visits because of suspected drug use. he wants to modify the visits to be unsupervised and have the girlfriend able to be in the presence of the children. they are ages 3 and 4. can i in any way prevent this change? i am extremely concerned for their safety. please help me!

If he has been been court ordered to have supervised visits then he cannot change to unsupervised just because he feels like it. It sounds like you have enough to keep the visits supervised. If he wants his visits changed he will have to do it through the court.
