Visiting Canada with a violation conviction in NY

Hi. I was arrested in 1996 and charged with a class B misdemeanor in 1996. I pled guilty to a violation in NY. In NY a violation is a non-criminal offense. I paid a $50 fine and received a conditional discharge. In a year my NY state record was sealed, fingerprints destroyed (sealed to an employer but open to law enforcement). Also NY state sends an expungement order to the FBI ordering them to expunge the fingerprint cards. I have a letter from NY state DCJS saying that my fingerprints were destroyed and an expungement order sent to the FBI in 1997.

I recently contacted the FBI and they told me that if a state sends an expungement order to them they destroy the entire record so nothing remains there at all.

By the way, i am a US citizen.

The Pardons Canada site talks about the different types of convictions that can make you criminally inadmissable to canada. it says that a conviction for more than 2 summary offenses ( minor offenses) can make you criminally inadmissable to Canada. I only have one conviction. Could this still make me criminally inadmissable?

Also, a few times i had sent Canada information about my record. the first time (pre 9/11/01) they said that my record should not make me inadmissable but that i should apply for a rehab certificate anyway to avoid getting hassled at the border. but the second time i inquired (post 9/11) they said i need to apply for a rehab certificate.

they also said that despite my record being sealed, it doesn't matter, that Canada will see it anyway.

now, wouldn't the FBI normally provide Canada with the record of arrest but if my FBI record was expunged, shouldn't it be erased?

how does this work?

all i want to do is just visit canada for a few days.

that one event is the only thing on my record.

please provide feedback, especially re: the fingerprints showing up at the border
