What is the name of your state? PA

An extremely well-qualified (otherwise retired) member of the public wants to volunteer their time (full time -- likely 60+ hours) to a public school district (non-profit) in financial distress to perform business manager (and other professional) services to the district for no salary/wage -- but is asking that she be covered under the district's healthcare plan. All healthcare companies, brokers, stop-loss carriers, district etc agree to this arrangement.

The question is if the volunteer has to pay income tax (as well as wage taxes) on the value of the insurances (medical, dental)?

From the sound of it, he'd be a volunteer employee. If the benefits are tax free to the regular employees of the district they'd be tax free to him, too.
