What is the name of your state (only U.S. law)? California

In Juvenille Dependency Court in Los Angeles, a W.I.C. 366.26 Hearing has been scheduled. I filed the Notice of Intent to File Writ Petition in the alloted timeframe with the 2nd appellate district court, the file of record was compiled and than subsequently delivered to my appointed attorneys office. I received a letter from the appellate attorney at my trial counsel's office stating he saw no appealable action and was not going to file based on the record. If I wanted to I could file Pro Per. He indicated that he requested a 15 DAY extension to file the appeal if I was so inclined to file on my own. He then states that since the documents involved are of a sensitive nature the file will be held at his office and I should call my trial counsel to obtain the record. 13 days passed and I was able to finally get a call back from counsel and went and got the record on the 10th of April. The deadline was the 8th. What do I do now? Can I still file? Can I appeal the closed appeal?
