Back wages
It is possible that the document you signed gives them a right to hold your check for 90 days. Without knowing what the document was, it is impossible to say. However, you can contact your state Department of Labor or employment to get verification of Oregon's regulations. If he can not legally withhold the pay, you might be able to put a lien on his business for back wages owed. If you record the lien, your former boss must also pay for a lien release that he can record. Your second step then is to march into his office and demand the check, while explaining to him the ramifications of a lien on his business. It is quite possible that he will write out a check.
