Was not paid for accrued vacation

Hi, my wife was terminated from her job due to the company downsizing. She was paid on by-weekly basis. In her final check she did not receive pro-rated vacation pay for the last pay period. She was terminated on Wednesday and was explained that because she did not complete pay period (2 weeks ended on Friday) in full, therefore, she was not eligible for the vacation pay for this pay period.

Is it true, that even she worked 8 days of 10 for this pay period, she is not eligible for pro-rated vacation pay?

It depends entirely upon what method the company uses for accruing vacation time. If you only accrue vacation on the completion of the entire pay period, then yes it would be correct.
