In order to regain possession of the rental unit, the landlord must complete the eviction process if the lease term has not expired, this even if the tenant has already moved out.

You are confused? How about you clarifying what you mean by the less than crystal clear statement: "being charged with breaking lease"!
It would seem that the lessor is making demands upon you for allegedly breaching your contractual commitments under the lease agreement. But if you wish any help from here, you will need to explain what those demands consist of and how and where they are being pursued? Clairvoyants may abound in Kentucky, but they seldom surface in here.
The eviction is so the landlord can regain possession of the property. The Kentucky landlord can file a separate action for any back rent owed. I imagine the "breaking lease charge" is to collect on the rent payments owing still on the lease.
