Washer/Dryer - With holding rent???

I had access to a washer/dryer. Use of it was suppose to be included in the rent. The person that was originally renting the apt lived on the first floor and the landlord lived on the second. In August of 2000, we moved to the second floor. I was under the impression that the washer/dryer (located in the attic) were going to be rewired to the landlords utility bill. I found out when my utilities were turned off that everything in the attic was on my bill. Can I with hold rent because of this? I've been paying for everyone in the building to do laundry when it's suppose to be included in my rent. Subsequntly, I moved out today, but the landlord is still expecting some rent.
