I am a resident of Virginia, but my question is about Washington State. I was wondering if anyone knew if high school transcripts in WA were considered public records, meaning anyone coould go to the 'department of records' or whatever it is called where they're kept and receive a copy. I have a friend with no ID card who is experiencing an immense amount of difficulty getting one from the DMV, and he has been told that, along with his birth certificate, W2's, and pay stubs, he only needs his high school transcripts, since he is lacking all other acceptable documents.
