well whats in your lease? if nothing then its the landlords responsibility,

Yes its the landlords responsibilty since the water bill is deemed to be included in the rent, since nothing is written down, and its not in your name....... also do you have the advertisement for the apartment? what did the ad say?

so you will learn from this NEVER live without a lease..

Also the landlord will be an assshole when you tell him this so be prepared for him to evict you next month,idiots like him are all alike,

Charge you a rent, oh I forgot I'll just will mail you a lease and then says oops you have to pay for the water, or you have to pay for repairs, or the yard cleaning, or geez my oil /gas furnace died so i gotta charge you more, i took out a second morgate so i gotta raise the rent or anything else...well thats bulllll!
