What is the name of your state? ga. currently our community in georgia is using a submetering company to bill our residents for water/sewer. can we or at what point can we/or the submetering company cut the water off for non payment? i have heard so many stories about it being illegal. if it is illegal what recourse do we have other than refusing rent and throwing them out?

One thing you could do. Call the state justice department and explain the situation. They should be able to tell you if it is illegal and if it is you will be asked to file a complaint with them and theywill deal with the sumetering company.
