Water leakage issue

HI,

I have a townhouse in NJ and the management insurance covers the external part of the house and for internal I have my own insurance. There is a water pipe leakage beneath the concrete floorin ground level and i asked for claim from my insurance and they said that this is not internal and it should be covered by management insurance since it is external and when i contacted the management, they said that it is internal not external so we don't cover it.

I dont know what to do now. The total cost for fixing the pipe is around $3000. noboby is ready to pay so I just want what I should do.
