What is the name of your state (only U.S. law)? New Mexico

I hope someone can help with this situation with this claim to the insurance company. This claim was reported as soon as problem was found to insurance company.

The main water pipe under sidewalk connected to the house deteriated and broke approximately 24 inches from exterior footing (stem wall). Dumping upward of 14,000 gallons into crawl space. Insurance denied claim due to fact pipe was outside stem wall, and lack of maintenance. This pipe could not be maintaned.

Is this claim valid? Is connecting sidewalk considered part of house? Is there any deniable factors on pipe maintaing?
