We have been threatened, slandered and stalked

I am currently a home daycare provider on and Air Force base, in June 2007 I turned a parent in for child abuse and since then this woman has made my life miserable. She has threatened physical assualt to myself and my children, she has threatened vandalism of my property and she has threatened to report me for abusing kids so I'll lose my license. This woman has gone so far as to tell all our neighbors were racist. The base police have been telling her information that was supposed to be kept confidential, and they haven't done anything to keep the situation under control. At this point we're forced to move to a new home since our housing office can't even keep her under control. This woman is well know to the police an other agencies yet they still refuse to deal with her.
We are concerned about our safety and have decided to see what legal options we have to deal with the situation.

If you fear for your safety, a restraining order would be a good first step.

We have considered a restraining order, but they're only good if the cops will enforce them and we don't believe they will, so in our case after she's served the papers it may just get worse. Up to this point the cops have done nothing and she even made threats in front of them to physically assault us after they left, and still they just left with nothing else being done.
