I hope I'm posting this in the right area.

I have a website that contains a collection of photographs taken during WWII that were submitted by my visitors. I use the DMCA disclaimer for this since I'm not sure if a photograph is copyrighted or not, despite the disclaimer saying that all uploads have to be in the public domain or have permission from the copyright owner for upload.

ANYWAYS, I have a section of my website where I make available for download about 400 photos that are 100% in the public domain (i scanned them myself at the National Archives, etc). These are contained in a zip file and are available when the user makes a donation of $19.

My question: Is it legal to force a donater to donate $19 in order to get the zip file? Or, do I have to leave the amount open to whatever the donator decides to donate? How do you prevent someone from just donating $1 and downloading the zip file?

You can ask any price you want as a donation, unless you are a non profit, you will have to claim the donations as income on your tax returns. As far as preventing the $1 donation, that is a software problem, not a legal problem.
