I am a member of a website www.missbimbo.com. Recently the members have been having difficulty getting a hold of the administrators to have problems resolved. There are bugs, money being taken for payment of "dollars" on the site has been delayed, etc.

What really concerns me is they do not have a visible privacy policy, they knowingly have minors under the age of 13 registered on their site and collect private data without notifying their parent or legal guardian, and they are allowed to post on the forums just as any other member over the age of 13 would. As of a week or so ago they did post a rule on the forum stating no player under the age of 16 may post images of themselves but that is the extent of their complying with coppa to the best of my knowledge.

They have no terms of service, no contact information minus an email address which is never answered. They have virtually no credit related support or contact information though they do accept many forms of payment. Players wait weeks or months for a response from the site owners but they do not receive any help.

What is worse is they claim the reason they do not provide assistance is because this site is a "hobby" and they do not have to.

I can not file with the BBB because I can not find enough information about the company.

Any advice to get things to change or to take action against them would be much appreciated.

edit:

I forgot to mention the owners of this site are located in France. I know this is for US law only however this site is targeted at US users and there is no mention on the site that the parent "company" is based in France. Does coppa apply to sites which are based in the US only or would it apply to a company based in France doing business in the US?
