What is the name of your state? MO

I currently have 4 judgements against me for debts I owe. They are each relatively small, but I am having my wages garnished on 2 of them. I would like to just lump them all into one payment if possible. Should I file a Chapter 13 bankruptcy to stop the garnishments or will a credit counseling service be able to help with these debts? Chapter 7 is not an option for me as I filed 4 years ago.

If the judgments are small, I'd find a pt job and just do all in my power to pay 'em as fast as possible. You'll likely pay well over a $1K in legal fees and filing fees with a bk. Just use that money to pay the judgments.
Maybe, you can negoitate a lower settlement amount with the creditors?
