What is the name of your state? California. I just received a letter from a collection agency for a doctor's bill date Feb 2004. Somehow they were able to find me at my new home address, but the doctor's office showed no forwarding address or return mail. How can collection agencies track me down without my permission obtain my personal information?

There are no secrets anymore. If you have cable TV or, used a payday loan or ordered something from a carryout restaurant, they've your contact info. If your landlord did a credit check, it's on your credit report. If you opened a new bank account, the inquiry is on the report and so forth and so on.
Collections is a permissible purpose to access your credit report.
