I have been reading some previous posts on this site and someone had mentioned they brought on a civil suit to recover for damages for loss of enjoyment of property. Is this common and do these suits generally win?

I would like to do this to pay for my moving costs to leave my apartment. My landlords have not at all been effective in trying to resolve the noise issue with my neighbor. When I first moved in I told them I was willing to pay this higher rent for a smaller space because my main concern was to live in a safe, quiet place. I have since found out that they wanted a student to live here because they knew how loud she was. Excuse me?? Just because I'm student doesn't mean it's all right for me to live in constant noise - and harassment from my neighbor.

I would appreciate any opinions. I do think I will most likely need to leave, but the expense is too great.
