What steps need to be taken by the party to whom a debt is owed before said party can turn an account over to a Collections Agency? For instance, is the party to whom the debt is owed obliged to satisfy any requirement with regard to ensuring the bill is presented to the indebted party - or, at least, obliged to ensure that the indebted party is made aware of the debt?

Bottom line - there are no requirements. They can send it to collections on the 1st day you're delinquent and they are NOT obligated to tell you they're doing so.
