What are the steps that are gone through when the USAF does a "Report of Survey"? I need to know time limits of investigation and turning in the report. I also need to know each step in the process and who has to be present when one is done. I need to know everything there is to know.

Well, needing to know everything cannot be accomplished by one mere inquiry. In addition to what you find here, you need to go to a military/air force attorney.

Thank you very much for the urls. I've been searching for information on this subject for about two months now and these documents were a big help! I've already tried the route of lawyers, and most can't help. And the only military lawyer that would answer a few questions belonged to the JAG. He couldn't help too much because he is one of the "bad guys"! He couldn't say anything to incriminate the government so he couldn't say much. But anyway, Thanks again for the info. :)
