well is the water bill listed anywhere on the lease that you have to pay it?

If you are supposed to pay the water bill and did not then he can charge you legal fees...BUT the legal fees must be from a lawyer on the lawyers stationary. A landlord cannot just make things up out of thin air!

If not then let him take you to court.....if its not in the lease the landlord pays the bill.

If you have no lease, and didnt sign anything that says you will pay for the water, then it is an IMPLIED CONTRACT that the rent you pay covers the water bill.

Are you sure its a water bill only for your apartment?
