What could possibly be my apartment owner's motive?

What is the name of your state (only U.S. law)? CA

In another section, I started a thread about my apartment owner's repairman and rennovator frequently blocking access to my garage overnight with his work truck.

What I would like is some insight as to what the owner's motive might be. No one can read her mind, but maybe someone can speculate about her motive.

I find it odd that this apartment is nowhere near completion after being vacated for five months. The "for rent" sign has been gone for two months while the owner is ostensibly losing money.

I am sure the hired renovator, who is family friend, charges less; but why lose five months of rent? I suspect that if worked upon on a full time basis, it could have been ready in a week or two.

Any guesses as to why the owner is seemingly in no hurry to get this apartment rented?

Some people lack common sense and good judgement, and trying to sort out rational explanations for their behavior is a waste of your time.

Can you have the vehicle in question towed?
Have you sent a written letter CRR asking them to refrain from blocking your garage?
