What is the name of your state? Az

This question is for a friend. For the past 4 years my friend has barely seen his kids. He has visitation every summer and alternates the other 3 breaks. Every time he contacts his ex he sends her the already purchased flight info and all other info she requires. The problem is that always about a week before the visitation is supposed to start mom files paperwork with the court stating one reason or another why the children should not or can not go. She doesn't send the kids out and 9 times out of 10 by the time he gets to court the visitation date has already passed. EVERY time the mothers motions in court are quashed and she is ordered to send the kids out for their scheduled visitation. He has tried to file contempt charges 5 times and every time that he gets in there the mother claims that the reason she didn't send the kids was because she was waiting on a court ruling on her Motions. What can he do?

Has he reuested that the court order he to reimburse him for his expenses when her motions are thrown out? Maybe if it hits her in the wallet, she'll learn to play nice.

Yes and he has won with that every time but he doesn't have a lawyer so his costs are minimal. Maybe 15 or 20 dollars each time and the courts just tell him to not pay that amount with his next child support check.

He should Start requesting Her Petitions be found Frivolous and ask the Court to impose stiffer sanctions to the point of incarceration if need be .

I mean reimbursement for the travel arrangements he made for visitation.
