What does "Charges pending" mean?

What is the name of your state? TN

My daughter was in an accident last month (for a description, see my post under "minor without insurance"...I'm an information systems major, you'd think that I could create a hyperlink here but...). ANYWAY, we got a copy of the accident report the other day and, although the cop at the scene had said he was not ticketing her, the box on the report for charges was marked "pending". Can someone tell me what that means?

Under what circumstances would the DA become involved? I'm assuming (perhaps incorrectly) that they don't review every single accident that happens.
