Yes, you can get an EIN without a SSN. The real question is whether you actually need an EIN. You only need an EIN if you have a need to file a federal tax return that requires use of an EIN rather than a SSN or ITIN. That would returns like the Form 941 & 940 if you have employees, Form 1065 (partnership return), 1120 or 1120-S (corporation returns), etc.
