my question is how do these peace officers inspect are they a threat, cause i accidently purchased lockpicks online*******they dont refund your order at all and im scared to have them i dont want to get rid of them i just wanna give it back*****************************************************************************...

information, together with the date the device was sold or provided
and the signature of the person to whom the device was sold or
provided, shall be set forth on a bill of sale or receipt. A copy of
each bill of sale or receipt shall be retained for one year and
shall be open to inspection by any peace officer during business
hours.
Any person who violates any provision of this section is guilty of
a misdemeanor.

to rephrase in english: how do they know my intent to commit a crime?
Answer: that's for the judge to decide, based on where you are carrying them, what you are doing, if you are carrying stolen items or are trespassing, do you need them for your work, etc.
