What is the name of your state (only U.S. law)?
California. However, i have questions for all other states and for federal level.

I have the following questions regarding the legality of buying and selling lottery online in the US.

1. Is it legal to buy and sell lottery online (legal lottery issued by different state or federal level) in the US?

2. Is it legal for foreigners to buy US lottery? say, if a foreigner bought a US lottery and won, is it legal to send out the lottery prize from US to other countries?

3. I found out that it is illegal for US citizen to buy foreign lottery in the US territories, it is true? How
about US citizens buying foreign lottery out of the US? How about US citizen buying foreign lottery online but within US?

4. Can someone or some organization in USA to buy USA (state or federal level) lottery for others who are US citizens?

5. Can someone or some organization to buy USA (state or federal level) lottery for others who are foreigners?

I hardly find out the answers to the above questions, so I guess this is 5-star difficult questions. ):

The answer to most of your questions is no.
The only lottery tickets that can be sold in the US are the state lottery tickets through their authorized outlets directly to the gambler and certain state-sanctioned charity lotteries. There are a couple of states (NJ for one) that sell their lottery tickets directly on line.
You can't have a company selling lottery tickets other than these or reselling tickets in the US regardless of whether it is a domestic or foreign lottery, and whether the buyer is a US citizen or not. Gambling is just not legal outside of certain controlled outlets.

I see no reason why a foreign national who buys a ticket in the US (from a legal outlet) can't collect. Nor any reason why a US citizen (other than places like cuba) can buy a ticket while outside the US for a foreign lottery.

I have bought Canadian lottery tickets while visting British Columbia. Something I did find out though was residents of Canada do not pay income taxes on lottery winnings, foreigners do. Plus a US winner is subject to a 38% tax on those winnings.
